Anna K. Phillips

Anna K. Phillips serves as Of Counsel for Sebris Busto James.  Anna joined the Los Angeles County District Attorney’s Office in 1995 and served as a career prosecutor in California and Washington for 30 years before joining the firm in 2026.  Over her career she worked on complex prosecutions, investigating cases and then prosecuting those cases from charging through appeal.

When Anna moved to Washington with her family, she was a workplace investigator before joining the Jefferson County Prosecuting Attorney’s Office.  There she managed the juvenile court division where she had extensive experience working with school districts addressing school responses to student and employee misconduct.  She continued her litigation work managing the bureau of specialized prosecutions, which encompassed complex investigations and trial projects.  In her career she has prosecuted more than 80 jury trials.  She has been a law enforcement and prosecutor trainer, including for the Washington Association of Prosecuting Attorneys, where she is a member of the new prosecutor’s trial college faculty.  She has received awards for her advocacy from victim’s rights organizations, community groups, and law enforcement, including the FBI.

Practice Focus

Anna is currently focusing her practice on serving as a neutral workplace investigator.

Educational & Professional Background

Anna has a B.A. in History from UC Berkeley and received her J.D. from Loyola in Los Angeles.  She is licensed in Washington, California and the District of Columbia.
